The greatest unrest comes from the individual sense of helplessness and the sensation that nothing is being done to assist them.
We do a good job of large scale relief but individual survivors can face a trickle-down scenario.
Picture all the items at the drug and sporting goods stores, etc... that are made in trial sizes and personal servings.

Need To Get relief Items To Huddled Masses
1	Look at what the "candy bombers" accomplished during the Berlin Airlift.
2	A "bombing run" of many (thousands at at time) small individual relief packets "parachuted in" could blanket an area and reduce the possibility of only the fastest and strongest getting the goods. Stockpiled packets could provide an immediate response for disaster survirors well before traditional methods.
3	When "case lots" of items are dropped from aircraft (helicopter, etc) in one or more central areas, bedlam and possibly violence can ensue
4	Drops can be applied to the most remote and devastated areas.
5	Possibly the greatest advantage in mass disaster and resupply situations is the fact that this effort can be staged and deployed from rear positions - avoiding and reducing stress on "the bottleneck" that develops at forward positions. Expedite the movement of larger and more critical (possibly life saving) equipment.
6	Floatation could be made possible: by encasing the items in such material.
7	All types, sizes, shapes and weights of materials could be delivered in such a manner.
8	This method may help other situations. ie. The resupply of deployed troops, etc....

1	Water - Individual Serving Pouches or Bottles ! - Pur Water Packet * Amazing Stuff ! Water Purification Straws, Possibly Juice, Energy Drinks, Etc...
2	Food - Power Bars, Meat & Cheese Snacks, Survival Tabs, Cereal, MREs
3	Dietary Supplements - To Boost Immune Systems
4	Light Source - Glow Sticks, or Hand Crank Flashlights
5	Rain poncho
6	Space Blanket
7	Plastic Drop Clothes - 9' x 12' for shelter and various other uses
8	Rope - Light weight, but strong. For Tying and Lashing
9	Fire Starting Materials
10	Sanitary Items - Toilet Paper, Hand Sanitizer, Disinfectant Spray, Exam Gloves, Protective Mask, Lime, Body Bag
11	Clothing - Baseball caps, Unisex One-Size-Fits-Many (General sizes - infant, toddler, child, teen, adult, etc..) (example: upper body-poncho, lower body-sweat pants with drawstring * Items could be cut to length)
12	First Aid - and/or Medical Supplies
13	Transistor Radio - Small & Personal - For Receiving Instructions, News, Inspiration
14	Solar Panel - or Small Hand Crank Generators for Cell Phones, Radio, Etc....
15	Pet Food - If your pet surviver there would be great concern and great comfort at the same time

Professional emergency planners are great at what they do, but maybe the should be dropped into
a situation (as a survivor) before they can graduate to the top of their profession.

I beleive that this product does not exist, at this time, but I think it should and that they should
be pre-packed and racked. Ready for immediate immediate use.
